New Permit Process Improvements Starts January 1, 2025
A new state law reduces permitting timelines. To comply, we’re making changes:
- Application packets must be complete to be accepted. Submittal checked at counter before intake.
- Completed Critical Areas Determination (CAD) required before any building or septic applications accepted. Exceptions may apply. Visit the permit office or contact us at planning@co.thurston.wa.us to discuss your project.
- New forms & checklists available now on our Applications & Forms page (for submissions after Dec 31, 2024).

- These areas are considered critical areas.
- Check a property for critical areas using the county's online Permitting map. (For reference only. Current ground conditions at a property now or at the time of application may not be fully represented on map.)

SB5290: New State Law Leads to Permitting Process Changes
A new Washington state law goes into effect on January 1. State Bill 5290 requires all permit development agencies (like Thurston County Permitting) to shorten permitting timelines. In the past, we accepted incomplete application packets as a courtesy to our customers, but starting January 1 the process changes.
