Thurston County Commissioners to Host Three Public Hearings
Public invited to comment on two rezone proposals and a proposed update to the permit review process code.

OLYMPIA –Thurston County’s Board of County Commissioners will host three public hearings on Wednesday, November 12, 2025 at 3:30 p.m. to receive public testimony on two applicant-initiated rezone proposals that would amend the County’s comprehensive plan, and on the annual permit review process code update.

About the Proposed Martin Way Rezone 

This applicant-initiated rezone is on the 2024-2025 Comprehensive Plan Docket as item CPA-23, Martin Way Land Use Amendment and Rezone. It would rezone 7.1 acres of an 8.17-acre split-zoned parcel at 7809 Martin Way E from Low Density (LD) to Mixed-Use High-Density Corridor (MHDC). The front portion of the site is currently zoned MHDC while most of the site is zoned LD which allows for 0-6 dwellings per acre.

About the Proposed Black Lake Quarry (Littlerock) Rezone 

This applicant-initiated rezone is on the 2024-2025 Comprehensive Plan Docket as item CPA-24, Black Lake Quarry (Littlerock) Land Use Amendment and Rezone. It would rezone approximately 270 acres at 4741 88th Ave SW from one home per 20 acres (Rural 1/20 in code) to industrial (Rural Resource Industrial in code) in unincorporated Thurston County.

About the Permit Review Process Code Update

The Permit Review Process Annual Code Update is on the 2024-2025 Development Code Docket as item A-31. It would address clerical edits, appeals, permit review timelines, and State Environmental Policy Act (SEPA) categorical exemption thresholds in Thurston County Code Titles 17, 18, and 20-25.
