Thurston County Launches Commercial Property Assessed Clean Energy & Resiliency (C-PACER) Program

OLYMPIA – Thurston County is now accepting applications for the new Commercial Property Clean Energy & Resiliency (C-PACER) Program. C-PACER is a voluntary loan program that allows owners of eligible commercial properties in Thurston County to obtain long-term financing for qualified improvements related to energy efficiency, renewable energy, water efficiency, and building resiliency. C-PACER loans run with the property, instead of the owner, and are transferrable upon sale of the property. 

The C-PACER program supports the goals of the Thurston Climate Mitigation Plan, a regional effort by Thurston County and cities of of Lacey, Olympia, and Tumwater to reduce greenhouse gas emissions 45% by 2030 and 85% by 2050 (from 2015 levels). The program targets emissions in the buildings and energy sector, which account for 54.3% of countywide emissions according to the 2021 Greenhouse Gas Emissions Inventory for Thurston County.  

Qualifying projects include HVAC and lighting upgrades, solar panels, efficient appliances, lead pipe replacement, seismic retrofits, fire suppression systems, and more. Properties must be located within incorporated or unincorporated Thurston County and must be privately-owned commercial, industrial, or agricultural property, or multifamily residential property with five or more dwelling units. The program fee covers the cost of program implementation and operation, and the Auditor’s Office fee covers the recording of Closing Documents on the property title. 

In 2020, the Washington State Legislature passed HB 2405, which created the Commercial Property Assessed Clean Energy and Resiliency (C-PACER) Program, codified in Chapter 36.165 Revised Code of Washington (RCW). Chapter 36.165 RCW authorizes the state of Washington and its counties to establish C-PACER programs. Thurston County’s C-PACER program was authorized on July 26, 2022 when the Board of Commissioners passed Ordinance 16184.
