Public Hearing to Receive Comments on the Draft ICE Holds Ordinance
Hearing set for November 29 to receive comments

OLYMPIA - The Thurston Board of County Commissioners have set a public hearing for November 29, 2016, at 3:30 p.m. at the Thurston County Courthouse, Building 1, Room 280, to hear public comments on the draft ordinance for how the county will honor civil immigration hold requests from the U.S. Immigration and Customs Enforcement (ICE). The holds requests apply to individuals in custody of Thurston County Corrections.

What: Public Hearing for the Draft ICE Holds Ordinance
When: Tuesday, November 29, 3:30 p.m.
Where: Thurston County Courthouse, Building 1, Room 280

Thurston County Commissioners, in conjunction with the Thurston County Sheriff's Office, are looking to set clear guidelines for compliance with the U.S. Immigration and Customs Enforcement (ICE). The proposed ordinance would make it the policy of the county to only honor civil immigration hold requests (detainers) for individuals who have been convicted of a violent or serious crime as defined in Washington statute. Instead of the current practice of processing all "ICE holds", even for individuals with no charges or minor infractions, Thurston County would only submit to ICE's voluntary detainer requests if an individual has a serious or violent felony conviction.

The ordinance will increase civil liberties protections for all County residents, improving public safety and community policing efforts that are jeopardized when local law enforcement gets entangled with federal immigration policy.

Public testimony will be accepted at the November 29, hearing. Written comments may be submitted in lieu of testimony at the hearing. Written comments can be emailed to Ramiro Chavez, Interim County Manager, chavezr@co.thurston.wa.us, hand delivered, or mailed to:

The deadline for written comments is 5:00 p.m. Monday, November 28, 2016. County commissioners may choose to approve the draft ordinance at the end of the November 29 public hearing, or they may request that staff make changes to the proposal following the public hearing.
