Public Hearing Scheduled to Amend Impact Fees to Add Fire Authorities
Public are invited to comment on proposed amendment of impact fee ordinance

OLYMPIA - The Thurston Board of County Commissioners will hold a public hearing on Tuesday, April 25, at 3:00 p.m., or soon thereafter, to accept public testimony on a proposal to allow the county to collect impact fees on behalf of fire authorities.

Background:
Thurston County adopted an amendment in September 2016 to allow the county to collect impact fees on behalf of fire districts, but did not specifically included fire authorities. Fire districts and fire authorities are governed by different state statutes.

There are two fire authorities in Thurston County. S.E. Thurston Fire Authority is comprised of former Fire Districts 2 and 4, the City of Rainier, and the City of Yelm. West Thurston Fire Authority is comprised of former Fire Districts 1 and 11. The amendments to the Impact Fee ordinance included authorization for the county to collect impact Fire Districts 1, 2, 4, and 11 but did not specifically address when fire districts form into fire authorities.

The fees could only be collected after:

  • An inter-local agreement is signed by both Thurston County and the fire authority
  • The fire authority includes the impact fee calculations in their Capital Facilities Plan
  • The Board amends the Thurston County Impact Fee Schedule to add the fee

The Board of Commissioners invite the public to participate in an informed discussion and provide public testimony at the hearing on April 25. The public may submit written comments in lieu of testimony at the hearing.

The deadline for written comments is 12 p.m. on Tuesday, April 25, 2017. County commissioners may choose to approve the Interim Ordinance at the end of the April 25, public hearing, or they may request that staff make changes to the proposal following the public hearing and adopt at a subsequent County Commissioners meeting.
