On August 1, 2005 the Board adopted Ordinance No. 13405, a moratorium temporarily prohibiting residential plats and subdivisions under Title 18 of the Thurston County Code. Still to be completed is the work program for the two areas in the Olympia Urban Growth Area including the South Olympia/Chambers moratorium area and the French Loop/Butler Cove moratorium area. These have been held under moratorium due to potential environmental constraints.
The areas in question were designated Residential 4 to 8 units per acre in 1994. This designation was intended to permit development at urban densities, and was not designed to address special environmental constraints by limiting density and restricting impervious surfaces.
