OLYMPIA – Rate changes for the disposal of roofing debris and construction and demolition debris will go into effect at the Rochester and Rainier drop-box facilities on November 13, 2018. There is no change to the current rate that citizens pay of $18 per cubic yard for disposal of household garbage. The cost for disposal will increase to $31 per cubic yard for construction and demolition debris and $48 per cubic yard for roofing debris.
These rate changes are being made to bring them into compliance with County code, and to ensure adequate cost recovery. The rate structure has been in effect since January 1, 2012, but was not implemented due to logistical challenges at the Rochester and Rainier drop box facilities. The rates are based on size rather than weight because scales are not available at the drop box facilities. Below is a table outlining the disposal fees.

Customers who wish to pay by weight can go to the Waste and Recovery Center (WARC) located at 2420 Hogum Bay Rd NE in Lacey. At the WARC, loads of municipal solid waste (household garbage and trash), construction and demolition debris, and roofing debris weighing 300 pounds or less are charged a minimum fee of $18. Loads weighing more than 300 pounds are charged a prorated fee of $119 per ton.
Municipal solid waste includes household garbage, trash, furniture, mattresses, yard and garden trimmings, and non-refrigerated appliances.
Construction and demolition debris includes, but is not limited to, lumber, building scraps, concrete, bricks, asphalt, sheetrock, wire, pipe, fencing, rocks/soil, and insulation, as well as remodeling debris such as carpet, flooring, cabinetry, and bathroom fixtures.
Roofing debris includes, but is not limited to, asphalt shingles, wood shingles, and metal roofing.
Mixed loads that contain two or more waste categories are charged the fee for the waste type that constitutes the greatest percentage of the load. For example, if a load contains more old fencing and decking than household garbage, then the entire load is charged the fee for construction and demolition debris.
The Rochester drop-box facility is located at 16500 Sargent Road in Rochester and is open Tuesday, Saturday, and Sunday from 9:00 a.m. to 5:00 p.m. The Rainier drop-box facility is located at 13010 Rainier Acres Road in Rainier and is open Friday, Saturday, and Sunday from 9:00 a.m. to 5:00 p.m.
