Public Meeting on Changes to the Accountability and Restitution Center

OLYMPIA - The public is encouraged to attend a meeting at 6:30 the evening of Thursday, May 17th at 3013 Ferguson Lane SW, Tumwater, WA (the former Al's Welding facility). The purpose of the meeting is to take comment on a proposal to make modifications to the county's Accountability and Restitution Center (ARC). This is part of the 90-day public review and comment period associated with the proposal and required before Thurston County can submit a Conditional Use Permit application to the City of Tumwater for the proposed ARC changes.

Modifications that are proposed to the ARC Phase 1 facility include the following;
  • Work Release Unit - A Work Release Unit on the ARC site through renovation and expansion of an existing, vacant office/warehouse in the northeast portion of the site. This building would provide an estimated 7,700 sq.ft. for a 100-bed, segregated work release facility for men and women. The design also provides a public video-visitation area and parking for approximately 24 vehicles and 16 bicycles.
  • Flex Housing Unit - A proposed Flex Housing Unit would be developed within an existing portion of the ARC site. The Unit would include 21,000 square feet and would contain approximately 110 beds. The new building would be connected to the existing ARC building.
  • ARC Housing Modifications - Approximately 40 new beds would be added to the existing ARC. No new square footage would be added to the building. With the additional beds in place, the ARC would contain a total of 392 beds.

Comments concerning the proposed ARC Phase 1 modifications may be submitted to the ARC project manager during the public meeting (noted above). Written comments will be accepted until June 15, 2012. Background: Thurston County's Accountability and Restitution Center (ARC) is located at 3491 Ferguson St. SW in Tumwater, WA. This is the County correctional facility and it is classified as a Type 2 Essential Public Facility per Thurston County (Thurston Co. Code Chapter 20.54) and the City of Tumwater (Tumwater Municipal Code, Section 18.56.260).

Phase 1 construction has been completed and includes approximately 100,000 square feet of building area, 352 inmate beds, central booking/intake/assessment, central control, medical, food service/laundry, inmate program areas, video arraignment, video visitation, and administrative support. Occupancy of the ARC Phase 1 facility is projected to occur in late 2012/early 2013.
