Public Comment Invited for Preliminary Docket of Comp Plan Amendments

OLYMPIA -- The Thurston County Board of County Commissioners has released the Preliminary Docket of Comprehensive Plan Amendments for public review. The Preliminary Docket is a list of proposed changes to the Thurston County Comprehensive Plan. The final 2013-14 Comprehensive Plan Docket will be a priority docket. Lower priority amendments may be deferred due to budget and staffing constraints.

"This public comment period is really about reviewing this preliminary list of amendments for placement on the final docket, not delving into the details of each element, so we're encouraging folks to consider the list and send us comments on which items they think should move forward to the final docket," said Jeremy Davis, a senior planner for the county. "We're really at the beginning of this whole step-by-step process for amending the Comprehensive Plan."

General plan amendments include projects pertaining to:
  • Shorelines master plan policies and regulations,
  • An annual amendment to the capital facilities plan,
  • Updates to the Grand Mound Sub-Area Plan and design guidelines,
  • A review of the transfer of development rights program and policies,
  • Prairie Habitat Conservation Plan

Also included is a review of amendment classification and Growth Management Act public participation, adding a public health and social services chapter to the Comprehensive Plan, and evaluating land use based on a watershed analysis.

Joint plan amendments include projects pertaining to the Thurston County/City of Olympia joint plan to resolve the Ken Lake Interim Zoning Ordinance, the City of Olympia 7-year Comprehensive Plan Update, a minor change to the Rainier Urban Growth Area boundary, and a land use plan amendment to the Tumwater/Thurston County Joint Plan.

There are nine site specific comprehensive plan amendments for this year, including several in the Grand Mound area (Wilmovsky, Fire District #14, Miller, Steelhammer), one for the Lacey UGA (North Thurston School District), one in the rural area (Flory), one in the Olympia UGA (Medela), one for the Evergreen State College, and one to amend the Nisqually Sub-Area plan to permit the use of Recycled Asphalt in the production of new asphalt.

The purpose of the public review period is to receive written comments on which proposals should be placed on the official docket, and then considered for adoption. After the public review period, the Thurston County Board of County Commissioners will create an Official Docket and proposals will be forwarded to the Thurston County Planning Commission for review. Joint plan amendments will also be forwarded to the affected cities for review and recommendation. The Planning Commission and the Board of County Commissioners will hold public hearings on the merits of the items approved for the Official Docket.
