Thurston County Comp Plan Amendments Available for Public Comment.
OLYMPIA -- The Thurston County Board of County Commissioners has released the Preliminary Docket of Comprehensive Plan Amendments for public review.
The Preliminary Docket is a list of proposed changes to the Thurston County Comprehensive Plan. The final 2010-11 Comprehensive Plan Docket will be a priority docket. Lower priority amendments may be deferred due to budget and staffing constraints.
General plan amendments include projects pertaining to:
- Critical areas policies and regulations,
- Shorelines master plan policies and regulations,
- An annual amendment to the capital facilities plan,
- Updates to the Grand Mound Sub-Area Plan and design guidelines,
- A review of the transfer of development rights program and policies,
- An impact fee analysis,
- Urban forest policies and regulations,
- A revision to the Thurston County parks, recreation, trails & natural preserve plan,
- Countywide climate change policies,
- Cluster development policies and regulations,
- Reconsideration of the 2008 long term agricultural lands designation for four specific properties.
Also included is a review of amendment classification and Growth Management Act public participation measures, adding a public health and social services chapter to the Comprehensive Plan, and evaluating land use based on a watershed analysis.
Joint plan amendments include projects pertaining to: the Thurston County-City of Olympia joint plan to resolve the subdivision moratorium and an update to the population estimates in the Yelm Comprehensive Plan and Joint Plan with Thurston County.
There are Nine (9) site specific comprehensive plan amendments for this year including one in the Grand Mound area (Wilmovsky), one in the Yelm UGA (Hebert), one in the Lacey UGA (MC Construction), one in the Tumwater UGA (Venture), one in the Olympia UGA (Medela), and three in the rural area (Kirkpatrick, Meek, and Forster).
The purpose of the public review period is to receive written comments as to which proposals should be considered. After the public review period, the Thurston County Board of County Commissioners will create an Official Docket and proposals will be forwarded to the Thurston County Planning Commission for review. Joint plan amendments will also be forwarded to the affected cities for review and recommendation. The Planning Commission and the Board of County Commissioners will hold public hearings on the merits of the items approved for the Official Docket.Written public comments are due by August 5, 2010
